Preventive Health Care Services
The main functions of the Preventive Health Care Services are prevention of diseases and promotion of health.
Regional Epidemiology unit is the focal point of control and prevention of communicable disease in Kalutara RDHS area. It is under the technical guidance of Epidemiology unit Ministry of Health. The unit is responsible for disease surveillance, disease prevention including immunization and implementation of control activities in the community through MOH staff. It is under the technical guidance of epidemiology unit and under the administrative authority of RDHS Kalutara.
Maternal and Child health services unit is the focal point of maternal and child health services in Kalutara RDHS area. It is under the technical guidance of Family Health Bureau and under the administrative authority of RDHS Kalutara.
NCD prevention and control activities in Sri Lanka are implemented through the NCD unit which is the focal point for NCD prevention and control in the Ministry of Health. NCD prevention and control activities in the district level conducted by Medical Officers under the administrative purview of Regional Director of Health Services.
Healthy life style Centers (HLC s) were established in primary Health care institutions and MOH offices for screening people between 40-65 years for NCD risk factors and providing health guidance. Guideline was issued from the Ministry of Health on recruitment, screening and follow up.
Cardiovascular risk is being assessed according to multiple risk factor approach using WHO/ISH risk prediction chart and managed according to NCD management protocol at HLCs.
The main objective of the mental health programme is care affected person in a holistic manner. To achieve that acute care ward located in district general hospital Kalutara. Base hospitals have mental health units which are provided clinic services, follow up service, outreach clinic services and rehabilitation services, also responsible for community mental health programme. This programme also supported by MOH. Each MOH area established societies called “Caregiver Society”. It is government registered community organization under the guidance of mental health unit and supervision by RDHS Kalutara. Their main role is empowerment and gives socio economy support for affected families.
Public Health Services in Kalutara district consists of a network of health units, which is the key unit for management of all preventive health activities. These units are called Medical officer of Health Areas (MOH areas), which are expected to be one per Divisional Secretary Area.
Medical Officer of Health is the officer in charge of each MOH area, with a field staff to carry out the mainly preventive services and office staff for the administrative work. The field staff consists of mainly medical officer of Health (MOH), Public Health Nursing Sisters (PHNS), supervising Public Health Inspector (SPHI), Public Health Inspectors (PHI) Supervising Public Health Midwifes (SPHM) and Public Health Midwifes (PHM).
The Public Health Midwife (PHM) is the health officer for family health care at the grass-root level and provides domiciliary service, mainly to mothers and children under 5 years.
The public health Nursing sisters and supervisory public health midwives supervise the work of the PHMM. The public health Nursing sisters also supervise supervisory public health midwives. The supervising public health inspectors supervise the work of the PHII. The public health midwives primarily responsible for preconception, antenatal, postnatal, child care and well women services. The Public Health Inspector is primarily responsible for environmental sanitation, food sanitation, school health work and the control of communicable diseases and non-communicable diseases.
Oral Health Services in the preventive sector mainly provided through school dental clinics, adolescent dental clinics and community dental clinics.
The Oral Health care for school children is provided by the School Dental Therapists (SDT) in School Dental Clinics (SDC) and Dental Surgeons working Adolescent Dental clinics (ADC) with a discernible preventive component. The School Dental clinics are located in the school premises providing oral health care to children between 3-13 years. ADCs are manned by dental surgeons catering to all age groups and complicated cases referred by SDTs. Community dental clinics are located in highly populated metropolitan areas and dental surgeons working in these clinics concentrate on providing preventive and curative care for all age groups in population.
Oral Health Care Services in the Curative Care Services provided through the clinics located in Primary Medical Care Units, Divisional Hospitals and Base Hospitals
Curative Health Services
Divisional Hospitals and Primary Medical Care Units are categorized as Primary Health Care Institutions. Divisional Hospitals are headed by District Medical Officers (DMO). There are no specialized units, such as Medicine, Surgery, Gynecology and Obstetrics and Pediatrics in these hospitals. It consists of male and female wards, a children’s ward and the maternity ward with a labour room.
Divisional Hospitals provide OPD services, clinic services, laboratory services, emergency care, and dental services under a dental surgeon. General medical clinics, Ante Natal clinics, child Welfare clinics, Dental clinics and Family planning clinics are available in these hospitals.
There are 13 Divisional Hospitals in Kalutara RDHS division. Matugma and Ingriya are DH Type A. Bandaragama, Meegahathane Ittapana, Bulathsinhala, Baduraliya and Galpatha are DH Type B. In 2022 DH Katugahahena upgraded to DH Type B.
Gonaduwa, Neboda, Halthota and Dodangoda are Type C Divisional Hospitals.O
